8th Congressional District Submitted Requests for Consideration in 2021 Surface Transportation Authorizing Legislation

The House Committee on Transportation and Infrastructure (T&I) is formally accepting requests from Members for projects to be funded in the upcoming surface transportation authorization legislation.

All project requests submitted by Congressman Lynch to the T&I Committee does not guarantee funding.

8th CONGRESSIONAL DISTRICT PROJECT SUBMISSIONS:

Abington Intersection Improvements:  Requested by Town of Abington.  The project is located on Hancock Street at the Chestnut Street intersection in Abington, MA 02351.  The requested funding would be used for various safety and operational improvements, including enhanced pedestrian and bicycle accommodations and the conversion of the existing unsignalized intersection to a single-lane roundabout.  These improvements will significantly improve vehicular, pedestrian, and bicycle safety and reduce congestion.  Amount requested: $2,320,185. 

Boston Northern Avenue Bridge infrastructure protection and pedestrian access:  Requested by City of Boston.  The project is located along the Fort Point Channel in the South Boston Waterfront in South Boston, MA 02127.  The project seeks to advance a conceptual plan and design for resilient pedestrian, bicycle, general transportation access, and other critical infrastructure to the Northern Avenue Bridge and along the Fort Point Channel.  The Fort Point Channel is a site of significant climate-related flood risk – threatening pedestrian access along the harbor walk to the Northern Avenue Bridge and emergency vehicle and public transportation access to the bridge, other destinations in the South Boston waterfront, and transportation connections between Andrew Square and South Bay Harbor Trail and the South Boston waterfront.  Resilient transportation assets and other infrastructure along the Fort Point Channel would provide protection to the South Boston waterfront and the South End.  Amount requested:  $2,500,000. 

 Boston Raymond L. Flynn Marine Park Pier 10 Ferry Terminal:  Requested by Boston Planning and Development Agency.  The project is located at the East End of Drydock Ave. in the Raymond L. Flynn Marine Park in South Boston, MA 02127.  BPDA has identified Pier 10 as a location for a 150-passenger ferry dock that would facilitate the extension of current ferry service to an underserved area of the Boston waterfront. The funding would be used for enhancements to equip Pier 10 as a location for the dock, including structural improvements, bulkhead repairs, and the installation of a riprap barrier.  The project would facilitate the extension of ferry service and provide the surrounding community with an alternative, reliable, and affordable mode of transportation to other Boston areas.  Amount requested: $3,860,000.   

Brockton Area Transit Request for Five Electric Buses:  Requested by BAT.  The project is located in the City of Brockton, MA 02302.  BAT is seeking to purchase five replacement 35’ electric buses.  The buses will be wheelchair accessible and replace vehicles that are beyond useful life.  The new buses would enable BAT to maintain its system in a state of good repair while allowing for modernization and safe, reliable, and efficient service.  The project also supports regional air quality goals and BAT’s efforts to promote the general, economic, and social wellbeing of its member communities. Amount requested:  $3,160,000. 

Brockton Area Transit Request for Six 35’ Replacement Buses:  Requested by BAT.  The project is located in the City of Brockton, MA 02302.  BAT is seeking to replace six 35’ buses – three of which will be hybrid (diesel-electric). The buses will be wheelchair accessible and will replace vehicles that are beyond useful life. The replacement buses enable BAT to maintain its system in a state of good repair, while allowing for modernization so that they may provide safe, reliable, and efficient service to our customers. This supports BAT's efforts to promote the general, economic, and social well-being of its member communities.  Amount requested:  $2,920,000. 

Brockton Route 123 (Centre Street) at Plymouth Street signalization and geometric improvements.  Requested by City of Brockton.  The project is located at Centre Street at Plymouth Street in Brockton, MA 02302.  The funding would be used for signalization and geometric improvements at the intersection – including enhanced lighting, signage, drainage, and upgraded bicycle and pedestrian accommodations.  These improvements would significantly increase vehicle, pedestrian, and bicycle safety at the intersection.  Amount requested:  $1,869,200. 

Brockton Intersection Improvements at Lyman St./Grove St./Summer St. and replacement of Grove St. Bridge over Salisbury Plain River.  Requested by City of Brockton.  The project site is located at the intersection of Summer St., Lyman St., and Grove St. and the Grove St. Bridge in Brockton, MA 02302.  The project includes reconstruction of the intersection, replacement of traffic signals, and the installation and reconstruction of curb ramps, signals, and other pedestrian facilities.  The project will also include replacement of the deteriorating Grove St. Bridge.  These improvements will significantly increase vehicle, pedestrian, and bicycle safety and mobility.  Amount requested:  $3,360,000. 

Brockton Area Transit Request for Three Replacement 40’ Replacement Buses:  Requested by BAT.  The project is located in the City of Brockton, MA 02302.  BAT is seeking to replace three 40’ buses. The buses will be wheelchair accessible and will replace vehicles that are beyond useful life. The replacement buses enable BAT to maintain its system in a state of good repair, while allowing for modernization so that they may provide safe, reliable, and efficient service.  This supports BAT's efforts to promote the general, economic, and social well-being of its member communities.  Amount requested:  $1,440,000. 

Brockton Area Transit Request for Four 40’ Replacement Buses:  Requested by BAT.  The project is located in the City of Brockton, MA 02302.  BAT is seeking to replace four 40’ buses. The buses will be wheelchair accessible and will replace vehicles that are beyond useful life. The replacement buses enable BAT to maintain its system in a state of good repair, while allowing for modernization so that they may provide safe, reliable, and efficient service.  This supports BAT's efforts to promote the general, economic, and social well-being of its member communities.  Amount requested: $1,960,000.

The replacement buses enable BAT to maintain its system in a state of good repair, while allowing for modernization so that they may provide safe, reliable, and efficient service.  This supports BAT's efforts to promote the general, economic, and social well-being of its member communities.  Amount requested: $1,040,000. 

Brockton Area Transit Request for Overhaul of Four Buses:  Requested by BAT.  The project is located in the City of Brockton, MA 02302.  BAT is looking to complete a mid-life vehicle overhaul of four buses.  BAT's vehicle overhaul program enables BAT to maintain its system in a state of good repair so that they may provide safe, reliable, and efficient service. This supports BAT's efforts to promote the general, economic, and social well-being of its eleven member communities.  Amount requested: $800,000. 

Brockton Area Transit Request for Overhaul of Four Buses:  Requested by BAT.  The project is located in the City of Brockton, MA 02302.  BAT is looking to complete a mid-life vehicle overhaul of four buses.  BAT's vehicle overhaul program enables BAT to maintain its system in a state of good repair so that they may provide safe, reliable, and efficient service. This supports BAT's efforts to promote the general, economic, and social well-being of its eleven member communities.  Amount requested: $800,000. 

Brockton Area Transit Request for the Purchase of Electric Power Equipment:  Requested by BAT.  The project is located in the City of Brockton, MA 02302.  BAT is seeking to purchase necessary electrification infrastructure and equipment. This will enable BAT to modernize its fixed route fleet and allow for the use of electric heavy-duty buses.  Electrification will help address environmental issues faced by our host communities and allow BAT to continue to provide safe, reliable, and efficient service.  This supports regional air quality goals and BAT's efforts to promote the economic and social well-being of its member communities.  Amount requested: $480,000. 

Canton Randolph St. Reconstruction:  Requested by Town of Canton.  The project is located at Randolph St. in Canton, MA 02021.  Randolph St. is an arterial road serving as a point of access to various local points of interest, e.g., a regional high school, a community college, Massachusetts State Hospital, and various recreational amenities.  The project includes reconstruction of 2.3 miles of two-lane road, the addition of bike lanes, drainage improvements, sidewalks, and curb.  The project goal is to enhance vehicular, pedestrian, and bicycle safety and community access to the various facilities located along Randolph St.  Amount requested:  $2,850,000. 

Canton Washington St. Renovation: Requested by Town of Canton. The project is located on Washington St. in Canton, MA 02021.  Washington St. is Canton’s main street – providing access to downtown, commuter rail facilities, local businesses, and a regional shopping mall.  The project includes reconstruction of Washington St. – from Canton’s central business district to the Cobb Corner Mall.  The reconstruction would entail one mile of two-lane roadway and associated features.  The project would enhance vehicular, pedestrian, and bicycle access to the local shops, restaurants, businesses, and transportation facilities along Washington St.  Amount requested: $1,800,000. 

Canton Neponset St. Design Improvements:  Requested by Town of Canton.  The project is located at Neponset St. between Washington St. and Chapman St. in Canton, MA 02021.  The project includes various design improvements at Neponset St., including sidewalk reconstruction and the addition of a shared use path, a new traffic signal, curbing, crosswalk striping, and streetscape greening.  These improvements would enhance vehicular, pedestrian, and bicycle safety and access along Neponset St.  Amount requested:  $2,900,000. 

Norwood Intersection Improvements at Route 1 and University Ave./Everett St:  Requested by Town of Norwood.  The project is located at the intersection of Route 1 with University Ave. and Everett St. in Norwood, MA 02062.  This project includes traffic signal upgrades and associated geometric improvements at the intersection of Route 1 with University Ave. and Everett St.  Related improvements include constructing an additional travel lane in each direction on Route 1, upgrades to traffic signals, the lengthening of left-turn lanes on Route 1, pedestrian crossing enhancements, sidewalk rehabilitation, and upgrades to bicycle accommodations.  The project would enhance vehicular, pedestrian, and bicycle safety and access.  Amount requested:  $2,400,000. 

Norwood Intersection Improvements at Route 1A and Upland Rd. / Washington St. and Prospect St. / Fulton St:  Requested by Town of Norwood.  This project involves intersection improvements at two locations along Route 1A at Upland Rd. / Washington St. and Prospect St. / Fulton St. in Norwood, MA 02062.  The funding would be used for various intersection improvements, including the installation of traffic and pedestrian signals, sidewalk reconstruction, and lane widening.  The project would enhance roadway safety and vehicle flow.  Amount requested:  $5,816,297.    

Norwood/Canton/Dedham/Sharon/Westwood Highway Lighting Improvements:  Requested by Town of Norwood.  The project is located along Interstate 93 and Interstate 95/Route 128 in Norwood, MA 02062.  The town is seeking to undertake Highway lighting improvements at Interstate 93 and Interstate 95/Route 128. Amount requested:  $4,190,443. 

Quincy Merrymount Park Bridge Reconstruction:  Requested by City of Quincy.  The project is located over Blacks Creek along Merrymount Park in Quincy, MA 02169.  The project is part of Quincy’s Merrymount Parkway reconstruction and involves reconstruction of the existing, deteriorating bridge over Blacks Creek.  The current structure is a two-barrel structure spanning 30 ft.  The replacement bridge would be a single span structure across Blacks Creek on pile foundations.  The project would improve area safety given that the current structure is in deteriorating condition.  The project would also enhance vehicular, pedestrian, and bicycle safety and access in the area.  Amount requested:  $6,000,000. 

Stoughton Intersection Improvements at Canton St. (Route 27), School St. and Summer St.: Requested by Town of Stoughton.  The project is located at the intersection of Canton St. at School St. and Summer St. in Stoughton, MA 02072.  The intersection has been continually identified by MassDOT as a Highway Safety Improvement Program crash cluster based on crash incidence and severity.  The project would include various operational and safety improvements at the intersection, including pavement milling and overlay and enhanced pedestrian and bicycle accommodations.  The project would enhance vehicular, pedestrian, and bicycle safety at this high-crash intersection.  Amount requested:  $1,840,000.    

Stoughton Intersection Improvements and Related Work at Central St., Canton St., and Tosca Dr.:  Requested by Town of Stoughton.  The project is located at the intersection of Central St. at Canton St. and Tosca Dr. in Stoughton, MA 02072.  The Town would like to address continuing safety concerns regarding the Central St./Canton St./Tosca Dr. intersection.  The project improvements will include a modified intersection with additional turn lanes and alteration to traffic control, the widening of Central St. to provide additional turn lanes; the modification of Canton St. to provide a channelized right turn lane, and the installation of a traffic signal.  The project will also include sidewalks with vertical granite curbing, bicycle accommodations, accessibility improvements, and additional streetscape and utility improvements.  Amount requested:  $3,039,933. 

Weymouth Columbian Square Intersection Improvements.  Requested by Town of Weymouth.  The project is located at Columbian Square – formed by the intersection of Pleasant St. with Columbian St. and Union St., in Weymouth, MA 02188. Columbian Square, a major village center, currently faces potentially hazardous crossing conditions, a lack of traffic control, and public congestion.  The project would include various operational and safety improvements at the Columbian Square intersection, including sidewalk expansion, the installation of traffic signals, lighting enhancements, and upgraded pedestrian and bicycle access.  The project would enhance vehicular, pedestrian, and bicycle safety and enhance general transportation, pedestrian, and bicycle mobility.  Amount requested:  $3,000,000.
